Method
 

Step-by-Step Instructions
  1. Sift 3¾ cups of powdered sugar into a bowl. Fold in sweetened condensed milk and peppermint extract until a sticky dough forms.
  2. Divide dough into three portions, coloring two portions with red and green gel food coloring.
  3. Roll colored dough into ½ inch thick ropes, twist together, and cut into 2-inch segments. Shape into mints.
  4. Roll each mint in granulated sugar and arrange on a parchment-lined baking sheet to dry.
