- Preheat the oven to 375°F (190°C) and prepare your loaf pan.
- Sauté diced green bell pepper and onion in olive oil for about 5 minutes.
- Combine ground beef, breadcrumbs, egg, milk, Worcestershire sauce, garlic powder, salt, and pepper in a bowl.
- Press half of the meat mixture into the base of the greased loaf pan.
- Layer provolone cheese slices on the meat mixture, then add sautéed peppers and onion.
- Seal the cheesy layer with the remaining meat mixture, pressing down gently.
- Bake for 45-50 minutes until firm and golden. Add remaining cheese 5 minutes before done.
