- Preheat your oven to 400°F (200°C). Gather your muffin tin and necessary equipment.
- Peel and chop the potatoes, then boil them in salted water for 10–12 minutes until tender. Drain and mash with milk, butter, salt, and pepper.
- In a skillet, cook ground beef for 5–7 minutes until browned. Drain excess fat.
- Sauté chopped onions and minced garlic with the cooked meat for about 3 minutes. Add peas and carrots, tomato paste, broth, and Worcestershire sauce. Simmer for 3–5 minutes.
- Grease muffin tin. Fill each cup with meat mixture, about two-thirds full.
- Spread mashed potatoes evenly on top of meat mixture.
- If using cheese, sprinkle it on top of the mashed potatoes.
- Bake for 10–15 minutes until tops are golden brown. Broil for an additional 2–3 minutes for extra crispiness if desired.
- Remove from oven, let cool slightly, garnish with parsley, and serve warm.
