- In a medium bowl, whisk together the flour and black pepper for the coating.
- Crack the egg into another bowl, add kosher salt and water, then whisk to make the egg wash.
- Pour the panko breadcrumbs into a third bowl for coating the cheese balls.
- Roll the soft goat cheese into 24 balls, about 1 tablespoon each, on a parchment-lined tray.
- Coat each cheese ball in the flour mixture, then dip in the egg wash, followed by the panko breadcrumbs.
- Freeze the coated cheese balls on the tray for about 20 minutes.
- Heat about 2 inches of oil in a deep saucepan to 350°F (175°C).
- Fry the cheese balls in batches for 1-2 minutes until golden brown.
- Drain the fried poppers on a plate lined with paper towels to absorb excess oil.
- Drizzle the warm poppers with honey and sprinkle with chopped chives before serving.
