- In a medium saucepan, melt 2 tablespoons of butter over medium heat. Whisk in 2 tablespoons of flour and cook for about 2-3 minutes until light golden brown.
- Gradually pour in 1 cup of whole milk, whisking constantly. Cook for 5-7 minutes until it thickens and coats the back of a spoon.
- Reduce heat to low and stir in 1 cup of shredded sharp cheddar and 1 cup shredded Monterey Jack cheese. Stir for 3-5 minutes until fully melted.
- Fold in 1 cup of chopped banana peppers and 1 cup of well-drained canned tomatoes. Cook on low for another 2-3 minutes.
- Remove from heat, transfer to a serving bowl, and serve warm with tortilla chips or as a topping for nachos.
