- Preheat your oven to 350°F (175°C) and prepare a greased 9x13-inch baking dish.
- In a large mixing bowl, whisk together the all-purpose flour, sugar, salt, baking powder, and unsweetened cocoa powder.
- Melt butter in a microwave-safe bowl, then pour it into your dry ingredients. Stir until crumbly and press into the bottom of the greased baking dish.
- Sprinkle the semi-sweet chocolate chips evenly over the crust.
- In another bowl, whisk together the eggs, vanilla extract, and sweetened condensed milk until smooth.
- Pour the egg mixture evenly over the crust and chocolate chips. Gently press halved maraschino cherries on top.
- Bake for 25 to 30 minutes until edges are set and a toothpick comes out with moist crumbs.
